The letter addressed to the Military Chief expresses concern about lack of cooperation between Villa Somalia, SNA and donor countries in relation to issuance of weapons.

National Security Adviser Abdisaid Muse “On behalf of the President” has ordered that no weapon issuance be conducted  without consulting Villa Somalia.

“No weapons should be removed from an SNA arsenal until we get a new format of controlling and monitoring arms that is acceptable to the international community and the UN” the letter said.

“No information should be made public to the international community on the SNA arsenal, the number of bullets and all military equipment without first passing the office of the National Security Adviser and Ministry of Defence.

The letter orders that all issuance of service numbers to newly recruited SNA soldiers be done using a biometric system.

A task force headed by the National Security Adviser is to oversee the issuance of weapons, service numbers and information on the SNA arsenal.
