A high-level delegation from the Federal Republic of Germany, led by the Head of Intergovernmental Relations of the German Federal Police, Colonel Niels Zimmermann, paid a working visit to Somalia, where they held meetings with senior officials of the Immigration and Citizenship Agency (ICA), led by Director General Mr. Mustafa Dhuhulow.

The visit, which took place in Mogadishu from January 21–22, 2026, aimed to strengthen bilateral relations, exchange expertise, and enhance cooperation in the areas of migration management, border security, development of the Somali passport, and combating irregular migration.

During the visit, the German delegation toured Aden Adde International Airport, where they closely observed passenger arrival and departure procedures, primary and secondary control lines, the operations of the Document Examination and Fraud Detection Unit, and the overall border management system. Particular attention was given to the role of the Immigration and Citizenship Agency in safeguarding national security.

Director General Mustafa Dhuxulow officially welcomed the delegation and expressed appreciation to the German government for recognizing the Diplomatic Passport of the Federal Republic of Somalia, describing it as a strong sign of trust and solid diplomatic relations. He reaffirmed the agency’s commitment to strengthening international cooperation and experience-sharing to build a capable institution aligned with global standards.

Meetings between the two sides focused on the mandate and organizational structure of the Immigration and Citizenship Agency, its strategic priorities, and ongoing efforts to combat human smuggling, organized crime, and irregular migration by land, air, and sea. Discussions also covered future cooperation opportunities, technical support, information sharing, and capacity building for agency staff.

The visit underscored the growing partnership between Somalia and Germany in enhancing migration governance and border security through sustained collaboration and mutual support.
