Somali Parliament Holds 22nd Sitting of 7th Session, Swears in New Trade Minister and Tables Key Bills
Speaker of the House Sheikh Aden Mohamed Nur (Madoobe) chairs the 22nd sitting of the 7th session of Somalia’s House of the People in Mogadishu.
Members of the House of the People of the Federal Parliament of Somalia on Monday held the 22nd sitting of the 7th session at the parliament headquarters in Mogadishu, focusing on legislative business and institutional reforms.
The session was chaired by the Speaker of the House of the People, Sheikh Aden Mohamed Nur (Madoobe), and was attended by the Second Deputy Speaker, Abdullahi Omar Abshirow.
At the start of the sitting, the Clerk of the House of the People, MP Mohamed Abdullahi Hassan (Nuux), administered the oath of office to the newly appointed Minister of Trade and Industry, Jamaal Mohamed Hassan, formally inducting him into his ministerial role.
Following the swearing-in ceremony, lawmakers conducted the first reading of two important draft bills: the Bill on the Establishment of the Somali Meteorology and Climate Services Agency, and the Bill on the Establishment of the National Environmental Management Authority. Both pieces of legislation were prepared by the Ministry of Environment and Climate Change.
The Minister of Environment and Climate Change, Bashir Mohamed Jamaac, briefed the House on the objectives and general principles of the two draft laws, highlighting their importance in strengthening Somalia’s institutional capacity to address climate change, environmental protection, and weather forecasting.
In accordance with the Standing Orders of the House of the People, no formal debate was held during the first reading. However, several MPs raised questions seeking clarification from the minister on the overarching goals and policy foundations of the proposed legislation.
In his closing remarks, Speaker Sheikh Aden Mohamed Nur (Madoobe) directed the relevant parliamentary committees to prepare the bills for the second reading, during which detailed analysis and debate will take place before they are brought back to the House for deliberation.
The session underscored parliament’s ongoing efforts to advance legislative reforms, strengthen governance institutions, and address critical national priorities, including environmental management and climate resilience.
