Permanent Secretary at the Prime Minister’s Office launches workshop on strengthening government legislative framework
Government legal advisers, officials from the Office of the Attorney General, and independent legal experts attend the workshop on improving legislative processes.
The Permanent Secretary of the Office of the Prime Minister, Kamaal Daahir Guutaale, has officially launched a capacity-building workshop focused on improving and modernizing the government’s legislative drafting system, with the aim of enhancing the quality and effectiveness of laws governing public institutions.
The workshop brought together government legal advisers, representatives from the Office of the Attorney General, and the Prime Minister’s Legal Affairs Adviser, Advocate Omar Abdulle Dhageey. Participants engaged in in-depth discussions on ways to strengthen government legislation, sharing practical insights, technical perspectives, and best practices to ensure that laws are clear, consistent, and responsive to national needs.
In his opening remarks, Mr. Guutaale emphasized that continuous efforts have always been made to improve the government’s legislative process. He noted that the current phase requires a comprehensive review and modernization of existing systems to align them with contemporary governance standards. He commended the dedication and professionalism of government legal advisers, highlighting their critical role in safeguarding the rule of law and institutional accountability.
The Permanent Secretary further stressed the importance of developing a more coordinated and efficient legislative framework that promotes transparency, coherence, and effective implementation across government institutions.
The workshop was also attended by officials from various government ministries and independent legal experts. The primary objective was to foster a unified, efficient, and transparent approach to legislative drafting, ensuring that government laws are well-structured, enforceable, and aligned with national development priorities.
The initiative is part of broader efforts by the Office of the Prime Minister to strengthen governance, improve legal standards, and enhance institutional performance across the Federal Government of Somalia.
