The Office of the First Deputy Speaker of the Upper House of the Federal Parliament of Somalia, Senator Ali Shacban Ibrahim, has issued an administrative decision suspending Senator Ibrahim Awgaab Osman from participating in 12 joint sessions of the two chambers of parliament.

According to an official statement, the decision follows incidents of disorder and violations of the Senate’s standing orders committed by the senator during a joint session of the House of the People and the Upper House held on February 7, 2026. The statement noted that the conduct disrupted proceedings and breached established parliamentary rules and procedures.

The Office of the First Deputy Speaker explained that the suspension is intended to safeguard the orderly conduct of parliamentary sessions and ensure strict adherence to the rules governing joint sittings of the two chambers. It emphasized that maintaining discipline, respect for institutional procedures, and compliance with parliamentary regulations are essential for the effective functioning of the legislature.

The statement further reaffirmed the commitment of the Upper House leadership to upholding the rule of law, parliamentary decorum, and institutional integrity, adding that appropriate measures will continue to be taken against any actions that undermine the smooth operation of parliamentary work.

The suspension will remain in effect for the specified number of sessions, after which the senator’s participation will be reviewed in line with parliamentary rules and procedures.
