Four officers from the Somali Police Force graduated with master’s degrees from Russia’s Academy of Administration under the Ministry of Interior on Friday, marking the first time in more than 40 years that Somali police officers have completed advanced studies in Russia, in a ceremony that signals a revival of bilateral security cooperation between Mogadishu and Moscow.
The officers specialised in General Administration and Strategic Planning – expertise critical for leading security institutions, improving management, setting policy, and strengthening the quality of police services. The graduation comes as Somalia pursues a diversified foreign policy, expanding international partnerships for security training with countries including Turkey, Egypt, Italy, Uganda, Qatar and the UAE, while Russia simultaneously seeks to deepen its diplomatic and security engagement across Africa.
The four officers received their qualifications at a ceremony held at the Academy of Administration in Russia. Somali police authorities described the qualification as one that would strengthen leadership and institutional capacity within the force.
Government officials hailed the graduation as a significant milestone in the revival of educational and security cooperation between Somalia and Russia, noting it was the first such graduation by Somali police officers from a Russian institution in four decades.
“The knowledge and experience these officers have gained will play a major role in developing the Somali Police Force, improving operational efficiency, and strengthening strategic planning for security and community services,” a police source said.
The officers are expected to return to Somalia and apply their expertise in strategic planning, public administration and institutional management as the country continues reforms aimed at modernising its security sector.
Overseas professional education plays an increasingly important role in helping Somalia develop leadership within its security institutions, complementing domestic reforms and international support aimed at improving policing, governance and public safety.
The graduation is also expected to encourage other Somali officers to pursue advanced studies and develop their leadership skills.
