President of Jubaland signs critical reforms aimed at public safety and service delivery.
Jubaland President Ahmed Mohamed Islam on Sunday officially signed into law three major pieces of legislation aimed at strengthening governance, public safety, and service delivery in the regional state.
The laws, which had earlier been approved by the Jubaland Council of Ministers and subsequently passed by the regional Parliament, cover urban land management, road safety, and the regulation of healthcare professionals.
The first law amends and supplements the Urban Land Management Act, introduced by the Ministry of Public Works, Housing, and Reconstruction. The legislation is intended to improve land administration in towns and cities, address disputes, enhance urban planning, and promote orderly development amid rapid population growth.
The second law, submitted by the Ministry of Transport and Civil Aviation, focuses on public road safety across Jubaland. It establishes a legal framework for traffic regulation, enforcement, and accident prevention, aiming to reduce road fatalities and improve transport safety for motorists and pedestrians.
The third piece of legislation regulates healthcare professionals within Jubaland. Proposed by the Ministry of Health and Social Welfare, the law seeks to standardize medical practice, enhance professional accountability, and improve the quality of healthcare services by setting clear requirements for licensing, ethics, and professional conduct.
Officials say the signing of the laws marks a significant step toward strengthening institutional capacity and improving service delivery across the region. The Jubaland administration has emphasized that the reforms are part of broader efforts to enhance governance, uphold the rule of law, and respond to the growing needs of the population.
