President Mohamud addresses the Doha Forum 2025 on Somalia’s state-building and security reforms.
Somalia’s President Hassan Sheikh Mohamud highlighted the country’s progress in governance, security, and climate resilience during a high-level session at the Doha Forum 2025. Speaking on state-building and anti-terrorism efforts, the President emphasized ongoing political reforms, preparations for direct elections, and the urgent need for global support in tackling climate shocks. He reaffirmed Somalia’s commitment to building a resilient, democratic state capable of delivering for its people.
Somalia’s President Hassan Sheikh Mohamud has outlined major strides in state-building, security operations, and climate resilience during a high-level roundtable at the Doha Forum 2025.
Speaking at the session titled "State-Building in Somalia: Coordinated Strategies to Sustain Progress,” President Hassan Sheikh detailed the government’s ambitious reforms over the past three years, aimed at creating a stable, democratic, and resilient Somalia."Despite decades of institutional fragility, Somalia is now more confident than at any time in the recent period," he said, highlighting improvements in governance, strengthened institutions, and growing international partnerships.
The President emphasized Somalia’s ongoing fight against extremist groups, describing it as a three-front battle targeting military, economic, and ideological threats. He stressed that fully defeating violent extremism requires a holistic approach in partnership with the international community. “We continue to wage a three-front war against terrorism. But defeating international terrorism requires a dedicated, holistic approach and even stronger international partnership,” he said.
President Mohamud also highlighted Somalia’s ongoing political reforms, noting that preparations for the country’s first direct elections in decades are underway. The finalization of the Provisional Constitution remains a key step in strengthening democratic governance. “These reforms are the most consequential in a generation,” he said, noting their importance in restoring public trust and institutional legitimacy.
On climate change, the President warned that Somalia faces some of the most severe climate impacts in the world despite contributing minimally to greenhouse gas emissions. He called for increased global support to help vulnerable nations adapt and build resilience. “Somalia suffers devastating climate shocks every year, yet we are among the least funded nations when it comes to climate adaptation,” he said.
President Mohamud called for coordinated and sustained international support aligned with Somalia’s National Development and Stabilization Plan. He stressed the importance of long-term, predictable assistance to secure sustainable peace and stability. Concluding his address, the President reaffirmed Somalia’s commitment to continuing reforms and building a resilient, democratic state. “We are not turning back. We are building a resilient and democratic state capable of delivering for its people,"he said.
