Mogadishu mayor attends fifth Al-Maqaasid conference on Somalia’s federal system

The Governor of Banadir Region and Mayor of Mogadishu, Dr. Hassan Mohamed Hussein (Muungaab), participated in the Fifth Annual Conference organized by the Al-Maqaasid Research Center, which focused on an in-depth analysis of Somalia’s federal system.

The conference, titled “Somalia’s Federalization: A Complex Political Reality or a Path to Full Shared Ownership?”, featured academic debates, research presentations, policy discussions, and expert lectures examining the country’s political landscape, relations between different levels of government, and the challenges hindering the implementation of an effective federal system.

In his keynote address, Dr. Muungaab underscored the importance of addressing Somalia’s critical national issues through research-based dialogue, inclusive consultation, and national consensus.

“Federalism is a key pillar of Somalia’s state-building process. However, for it to be successful and productive, it must be grounded in research, consultation, and a unified national understanding. Conferences like this are essential for developing a shared vision that reflects the country’s realities and the interests of the Somali people,” he said.

The conference brought together officials from both chambers of the Federal Government of Somalia, religious leaders, scholars, invited international guests, and representatives from various sectors of society, enhancing the academic depth and impact of the discussions.

Organizers said the Fifth Al-Maqaasid Conference is expected to produce policy recommendations and academic reports that will contribute to a deeper understanding of Somalia’s federal system and how it can be adapted to the country’s political, social, and security realities.
