Somalia’s Parliamentary finance committees question key ministers on revenue transparency
The Finance Committees of both Houses of Somalia’s Federal Parliament held a crucial oversight meeting with several ministers and senior government officials to examine the transparency and efficiency of the country’s financial management systems. Lawmakers focused on ensuring that all government revenues are deposited into the Treasury Single Account and sought explanations for funds retained by certain institutions.
The Finance Committees of both Houses of the Federal Parliament of Somalia, carrying out their constitutional responsibility to oversee national financial management and ensure accountability across government institutions, held a significant meeting today with several Federal Government ministers and high-ranking officials.
The session formed part of Parliament’s continuous oversight mandate aimed at verifying that the government’s financial systems operate transparently and that all public revenues are deposited into the Treasury Single Account. Lawmakers also focused on concerns related to funds retained by certain institutions instead of being transferred to the national treasury. Committee members sought detailed explanations regarding the amounts involved, the reasons behind delays or incomplete transfers, and broader issues relating to transparency, compliance, and financial accountability.
Ministers and officials summoned to the meeting — including leaders from the Ministry of Interior, the Ministry of Public Works, the Ministry of Transport and Civil Aviation, the Airport Authority, and the Meteorological Agency — were questioned extensively about how revenues generated from their services are recorded, how special service fees are collected, and what systems are in place to ensure proper management of public funds. Each official responded individually, providing clarifications on revenue registration, fee collection procedures, and other critical financial processes.
In their concluding remarks, the Finance Committees of both Houses emphasized the importance of sustained collaboration between executive agencies and the legislative oversight bodies to strengthen transparency, accountability, and good financial governance. They affirmed their commitment to continue monitoring and follow-up efforts until it is fully ensured that all government revenues are channeled through the official Treasury system.
Today’s meeting was jointly chaired by the Chairperson of the Finance Committee of the House of the People, MP Abdi Ibrahim Warsame Qowdhan, and the Deputy Chairperson of the Finance Committee of the Upper House, Senator Ibrahim Awgaab Osman.
