Somalia’s prime minister opens first national justice forum to strengthen rule of law
The forum brings together federal and state-level justice officials to discuss reforms, accountability, and public confidence in the judiciary.
Somalia Prime Minister, Hamza Abdi Barre, has today officially opened in Mogadishu, the first National Justice Forum, a two-day conference aimed at advancing the legal system, promoting accountability, and enhancing public confidence in the judiciary.
The forum brings together senior justice officials, including court judges, prosecutors, and ministers of justice from both the federal government and member federal states. Participants will discuss strategies to strengthen judicial institutions, improve service delivery, and ensure fair and transparent justice for all Somalis.
Speaking at the opening, Prime Minister Hamza emphasized that Somalia is at a critical stage of state-building and requires an independent, efficient judiciary that meets the needs of its citizens. He stressed the importance of strengthening the rule of law and enhancing the capacity of justice institutions to deliver trustworthy justice, which he described as essential for lasting peace and stable governance.
“If there is no reliable justice system, there can be no lasting security, public trust, investment, or the modern state Somalia deserves. Judicial reform is a national priority and the only path to a stable Somalia,” Prime Minister Hamza said.
He further noted that a strong judiciary is crucial for free and fair elections, democratic consolidation, and increased public confidence in government institutions. The Prime Minister highlighted that his administration prioritizes the establishment of the Judicial Service Council and the Constitutional Court as key steps toward reform.
Prime Minister Barre also underlined the importance of finalizing the review and implementation of the constitution as the foundation for Somalia’s legal and federal system. He noted that a completed constitution will ensure political stability, unified governance structures, protection of citizens’ rights, and fair justice.
The Prime Minister commended Justice Minister Hassan Macallin Mahmoud and the judiciary for organizing the annual forum and called on all participants to engage in substantive discussions on judicial reform and provide practical recommendations to improve the country’s justice system.
