The Director General of the Somali Immigration and Citizenship Agency (ICA), Mr. Mustafa Dhuxulow, received the United Nations Secretary-General’s Special Representative for Somalia and Head of the United Nations Support Office in Somalia (UNSOS), James Swan, and his accompanying delegation at his office in Mogadishu.
During the meeting, Director General Dhuxulow briefed the delegation on the Agency’s latest institutional reforms and service delivery advancements. He highlighted significant progress in strengthening border security management systems, enhancing operational capacity, and modernizing digital immigration services. Among the key milestones discussed were the rollout of the Electronic Travel Authorization System (ETAS), improvements in residency permit processing, and the continued modernization of passport issuance services.
The Director General emphasized that these reforms form part of a broader national effort to improve efficiency, transparency, and accountability within Somalia’s immigration framework. He noted that aligning immigration systems with international standards remains a top priority, particularly as Somalia continues to rebuild state institutions and expand international engagement.
Mr. Swan expressed appreciation for the warm reception and reaffirmed the United Nations’ commitment to supporting Somalia’s institutional development. He commended the Immigration and Citizenship Agency for its forward-looking reforms and acknowledged the importance of secure, efficient, and technology-driven immigration systems in promoting stability and international cooperation.
The UNSOS Head also raised matters concerning visa and residency arrangements for United Nations personnel operating in Somalia. Discussions covered streamlining processes to facilitate the legal status and mobility of UN staff while maintaining national regulatory requirements and security standards.
Both sides underscored the importance of sustained collaboration between Somalia’s immigration authorities and the United Nations to ensure effective coordination, enhance compliance mechanisms, and support the broader goals of governance reform and state-building.
