The Ministry of Humanitarian Affairs and Disaster Management is the principal institution at the federal level with the mandate to manage and coordinate all humanitarian affairs as well as all aspects of disaster mitigation, preparedness and response working closely with the regional and local governments.
The Ministry is also the principal institution responsible for attaining durable solutions for IDPs and returnees. This ministry is the responsible agency of the government to mobilize humanitarian resources from International partners, the Somali public (Diaspora and locally), private sector and non-traditional donors.
