Somalia’s parliamentary budget committees conduct detailed review of 2024 fiscal report with auditor general
The budget committees of both houses of the Federal Parliament of Somalia have continued their third consecutive day of in-depth review and scrutiny of the 2024 national budget report.
On Tuesday, the committees convened a comprehensive session with the Auditor General, Ahmed Iise Gutaale, along with senior officials from his office, to examine the budget implementation and financial accountability of government institutions.
During the meeting, members of the budget committees asked detailed questions regarding the 2024 budget, seeking clarification on revenue collection, expenditure patterns, and financial management practices across various government ministries and agencies.
The Auditor General and his team provided extensive explanations on the audit findings, reporting procedures, and measures taken to ensure transparency and proper oversight of public funds. Discussions also covered critical areas such as adherence to legal and regulatory frameworks, efficiency in resource allocation, and accountability in government projects and programs.
The session included robust debate among committee members on challenges identified in the audit, including gaps in financial reporting, delays in project funding, and the need to strengthen internal controls within government institutions.
Members emphasized the importance of using the audit findings not only as a tool for oversight but also as a basis for policy recommendations that could improve public financial management and service delivery to Somali citizens.
After thorough discussion and deliberation, the budget committees reached a consensus that the 2024 budget report should be presented for a second reading in both houses of Parliament. This step is aimed at enabling lawmakers to fulfill their constitutional duties of oversight, ensure accountability in the management of public resources, and provide legislative guidance on improving budgetary planning and implementation.
The session was jointly chaired by the chairs of the budget committees of both houses, Senator Cabdi Axmed Dhuxulow Dhegdheer and Member of Parliament Abdi Ibraahim Warsame Qowdhan.
Both leaders highlighted the significance of parliamentary oversight in promoting fiscal discipline and transparency, noting that such engagements strengthen public trust in government institutions and contribute to broader national development objectives.
This ongoing review reflects the Federal Parliament’s commitment to meticulous oversight of public finances, ensuring that the 2024 budget aligns with Somalia’s development priorities while safeguarding the efficient use of public resources.
The collaboration between the budget committees and the Auditor General’s office underscores the importance of institutional accountability and the role of parliamentary mechanisms in fostering good governance.
The committees have indicated that the process will continue in the coming days, with further consultations and hearings planned to ensure that all aspects of the 2024 budget are carefully examined before formal approval. Lawmakers reaffirmed their determination to uphold transparency, enhance financial governance, and ensure that public funds are utilized effectively for the benefit of the Somali people.
