The Internal Affairs Committee, today, began work on harmonizing the Internally Displaced Persons Act.
The Committee on Internal Affairs, Reconciliation, Federal Affairs and Relations with Member States of the Federal Government,
today conducted a review of the Internally Displaced Persons Act and the views expressed by Senators on the second reading of the Internally Displaced Persons Bill.
The First Deputy Speaker of the Upper House of the Federal Parliament, Mr. Ali Shabaan Ibrahim, today chaired the 5th meeting of the 7th session, the agenda of which was the second reading of the Internally Displaced Persons Bill and the continuation of the debate on a report on the role of the Upper House in the affairs of the Member States of the Federal Government of Somalia.
Today’s meeting, which was attended by 34 Senators, began with the Chairman of the House of Representatives’ Committee on Internal Affairs, Senator Deeqa Hassan Hussein, sharing with the House members the report on the second reading of the bill, noting that the committee had made corrections and redrafted several important provisions of the bill. After that, the Senators engaged in an open debate on the bill, proposing important views and recommendations; so that the law would be comprehensive and could address the situation of internally displaced persons in the country.
After the first agenda was over, the members moved on to the second agenda, which was the debate on the role of the House of Representatives in the affairs of the member states of the Federal Government of Somalia, which had been ongoing for the past few days. During the discussion of this agenda, the Senators presented their views on the duties, powers, and representative role of the House, highlighting the obstacles to the House fulfilling its constitutional duties, and making practical suggestions on how to ensure that the House assumes its constitutional role of representing the Federal Government and protecting the Federal system as stipulated in Articles 61, paragraphs 3 and 71 of the Transitional Constitution.
Finally, the First Deputy Speaker of the Upper House, Mr. Ali Shabaan Ibrahim, who closed the meeting, thanked the Senators for their participation in the discussions and their contributions to the agenda of the meeting, emphasizing that the suggestions and proposals put forward by the Senators will be transformed into a formal resolution to be adopted by the House; in order to enhance the representative role of the Upper House of the Parliament of the Federal Republic of Somalia.

Relations of the Upper House of the Federal Parliament of Somalia, which is still in the process of reading the Internally Displaced Persons Bill, held a meeting today to prepare a comparative report on the Bill for the 2nd reading.
At today’s meeting, chaired by the Chairman of the Committee, Senator Deeqa Hassan Hussein, the members of the Committee, after discussion and clarification, agreed to move the bill to the second reading, so that the Senators can debate the Internally Displaced Persons Bill.
