Mogadishu (HOL) — The Somali government and the United Nations on Wednesday officially launched the 2025 Implementation Guide, a strategic framework aimed at strengthening the protection of children affected by armed conflict.

The agreement was signed in Mogadishu by Somalia’s Minister of Defense, Ahmed Moalim Fiqi, alongside James Swan, the UN Secretary-General’s Special Representative for Somalia, and UNICEF Representative Sandra Latouff.

UNICEF described the signing as a renewed commitment by the Federal Government to end grave violations against children, enhance accountability, and support the safe release and reintegration of children affected by conflict.

“The 2025 roadmap consolidates progress achieved in recent years and sets renewed priorities to safeguard children’s rights,” the UN Transition Mission in Somalia (UNTMIS) said, calling the agreement a key milestone in national child protection efforts.

The operational framework reflects Somalia’s ongoing institutional reforms, focusing on improving accountability within security agencies while prioritizing the safety and well-being of children in conflict-affected areas. It also emphasizes cooperation with international partners to ensure the protection of Somali youth.

The signing ceremony brought together members of the Inter-Ministerial Committee on Children and Armed Conflict (CAAC), including senior officials from the Ministries of Defense, Internal Security, Justice and Constitutional Affairs, and Family and Human Rights Development.
