Somalia’s telecoms regulator has launched a major push to shield the nation’s expanding digital space from cyber threats, holding a high‑level consultation to design a comprehensive risk management and compliance blueprint.
The National Communications Authority (NCA) brought together key government bodies, private sector players, universities, civil society groups, and technical specialists in Mogadishu on 25 April. The goal: to gather wide‑ranging input for the draft Cybersecurity Risk Management and Compliance Framework, which will set rules for identifying risks, enforcing compliance, and assigning institutional duties.
NCA Director General Mustafa Yasin Sheikh urged stakeholders to scrutinize the draft closely. “We encourage all stakeholders to take the time to carefully review the document, analyze it in detail, and provide thoughtful input on each component,” he said.
Opening the meeting, the State Minister of Communications and Technology, H.E. MP Ahmed Osman Dirie, noted that as technology spreads into education, business, and daily life, safeguards must keep pace. “Without proper safeguards, these advancements can pose risks. Establishing a robust cybersecurity risk management and compliance framework is essential, and the National Communications Authority is mandated to lead this effort on behalf of the government,” he stated.
Participants discussed how to spot emerging cyber threats, design effective regulatory compliance mechanisms, and clarify who does what across sectors. The finalized framework is expected to become a cornerstone of Somalia’s national cybersecurity governance, helping build a more resilient digital ecosystem.
The NCA says feedback from the consultation will now be used to complete the framework.
