Parts of Mogadishu have effectively sidelined the Somali shilling, with traders and public transport operators refusing to accept the country’s last circulating banknote. The move has disrupted daily life for low-income residents and intensified pressure on the government to fast-track a long-delayed currency reform.

The Prime Minister of the Federal Government of Somalia, H.E. Hamza Abdi Barre, today inaugurated the Somalia Computer Incident Response Team (SOMCIRT), marking the establishment of Somalia’s first national center dedicated to coordinating the prevention, detection, and response to cybersecurity incidents.

Speaking at the launch ceremony, Mr. Mustafa Yasin Sheikh, Director General of the National Communications Authority (NCA), outlined the process leading to the establishment of the center.

“The establishment of SOMCIRT followed extensive national consultations and technical assessments aimed at strengthening Somalia’s capacity to address cyber threats and protect critical digital infrastructure.”

The Minister of Communications and Technology, H.E. MP Mohamed Hassan Mohamed (Soomaali), emphasized the importance of strengthening national cyber resilience as Somalia continues expanding digital services and connectivity.

“As digital services continue to expand across Somalia, strengthening cybersecurity systems is essential to protecting government institutions, telecommunications infrastructure, and other critical sectors. SOMCIRT will play a key role in ensuring that our digital ecosystem remains secure and resilient.”

In his remarks, Prime Minister Hamza Abdi Barre described the inauguration of SOMCIRT as an important milestone in strengthening Somalia’s digital security and supporting the country’s broader digital transformation efforts.

“The launch of SOMCIRT marks a significant step in safeguarding Somalia’s digital future. A secure cyberspace is essential for national security, economic development, and building public trust in digital services.”

SOMCIRT, which operates under the National Communications Authority, will serve as the national coordination center for identifying, preventing, and responding to cybersecurity incidents across Somalia. The center will support incident reporting, issue alerts and warnings, coordinate responses to cyber threats, and promote cybersecurity awareness and cooperation among government institutions, the private sector, and international partners to strengthen the protection of Somalia’s critical digital infrastructure.
