The Deputy Minister of the Ministry of Planning, Investment and Economic Development of the Federal Government of Somalia, Mohamed Aadan Mohamed, officially closed the Conference on Strengthening the Monitoring and Evaluation (M&E) System for the National Transformation Plan (NTP), a key initiative aimed at enhancing transparency and harmonizing government performance measurement systems.

The conference brought together representatives from 25 Federal Government ministries, the Office of the Prime Minister, and the Presidency. Discussions focused on reinforcing institutional collaboration, improving coordination, and standardizing Monitoring and Evaluation procedures to ensure the effective implementation of the National Transformation Plan.

During the meeting, the Director of the Monitoring and Evaluation Department, Mahmoud Said Noor, and the Director of Public Service and Good Governance at the Office of the Prime Minister, Farhiya Abdullahi Fidow, emphasized that the success of national plans depends on strong institutional linkages, sustained cooperation, and a unified M&E framework capable of producing measurable results.

Participants conducted in-depth discussions on finalizing the M&E framework for the National Transformation Plan and reactivating pillar oversight committees to strengthen accountability, data quality, and implementation efficiency.

In his closing remarks, Deputy Minister Mohamed Aadan Mohamed urged government institutions to enhance collaboration, utilize accurate data, and apply results-based evaluation systems that drive tangible development outcomes. He reaffirmed the Ministry’s full commitment to advancing Somalia’s national Monitoring and Evaluation system.
