Kismayo 17th January 2016—–The Leaders Conference of the National Consultative Forum (NCF) was held in Kismayo on 10- 16 January 2016. The conference convened President Hassan Sheikh Mohamud, the Speaker of Parliament Mohamed Sheikh Osman Jawari, Prime Minister Omar Abdirashid Sharmarke, President of Puntland Abdiweli Ali Gaas, President of Jubbaland Ahmed Mohamed Islam, President of South-West Sharif Hassan Sheikh Adan, President of Galmudug Abdikarim Hussein Guled, Ministers and MP’s from the Federal Government, Regional Ministers and MP’s, and members of both Task Force and Technical Support Team of the NCF.
The Federal Government and Regional State Leaders effortlessly embarked on a path to yield results from the Consultation Process in Kismayo aimed at reaching a consensus on the Electoral Process for 2016 and its implementation plan. They deliberated in length on the possible options and made progress in negotiating an agreeable compromise as specified in the Mogadishu Declaration.

Considering the implications of any decision and the expectations of the public for an outcome as well as observing the opportuneness for more time to continue deliberations in order to present an amicable agreement, the leaders welcomed the pleasant environment of the Conference and are contended with the notable steps taken on the negotiations thus far.
Essentially, the leaders made progress on important negotiating positions and will continue to deliberate on the technical and important details of proposed positions at a meeting to be convened by the Federal Government Leaders as soon as possible.
The Kismayo Conference participants expressed their gratitude to the Regional Government and the people of Jubbaland for their hospitality during the Conference period.
