Somalia’s federal parliament will reopen on August 1 with a battle for the vacant Speaker post already dominating the agenda, as lawmakers from both houses are summoned back to Mogadishu for the start of the 8th session.
The contest was triggered when Sheikh Aden Mohamed Nur Madobe stepped down as Speaker of the House of the People to become President of South West State. Several candidates, including sitting federal ministers and lawmakers from South West constituencies, are now jockeying for one of the most powerful offices in the country.
The stakes go well beyond who chairs debates. Under Somalia’s power-sharing arrangement, the Speaker’s post is traditionally reserved for South West State and ranks second only to the presidency in the federal hierarchy.
The outcome will shape the balance of power inside parliament at a moment when the Federal Government is already at odds with opposition figures and some member states over the country’s electoral roadmap, making this contest a proxy for wider tensions rather than a routine internal vote.
The seat has sat empty since Madobe’s June 10 election as South West State president, a vote that went ahead in Baidoa after his leading rival withdrew, alleging irregularities. In the interim, First Deputy Speaker Sadiya Yasin Haji has held the position on an acting basis.
According to sources close to parliament, the field of candidates remains fluid, with no clear frontrunner yet declared and campaigning largely happening behind closed doors ahead of the reopening.
A statement from Parliament’s leadership, announcing the August 1 date, urged all MPs and senators to travel to Mogadishu without delay so the session can begin work immediately, though it stopped short of setting a firm date for the Speaker vote itself.
Political observers say the contest will be an early test of how much influence the Federal Government can exert over the selection, at a time when relations between Mogadishu and opposition-aligned regions remain strained over broader questions of electoral legitimacy.
